Soundproofing a fence, well that would be impossible because, you would have to make a really tall fence to block all the noise. There must be some way, because millions of dollars are spent to build those sound walls along our byways of transportation.
So a soundproof fence is out of the question, however you can build yourself a sound control fence. You can wrangle that noise to a tolerable level. The fence will have to be tall, at least 8 feet taller than the offending noise.

Acually there is a new product on the market called "Acoustifence." I am not sure how well it would work with existing stone walls but it is being implemented in some cities to stop the noise from railways, highways and the like. The product can be found at the following website along with other sound proofing materials.
