Unwanted noise is a foregone conclusion for anyone who's spent time in a college dorm room or roadside motel. It also plagues many long after they've left college and settled into a place of their own, be it an apartment, condominium or home.
After crime, traffic and inadequate public services, noise is the most common neighborhood complaint, according to the U.S. Census."
